The softphone is the in-browser device: keypad, mute, hold, transfer, inbound ring. The dialer is the outbound workflow that feeds that device (lists, click-to-call). Click-to-call is one way to start a call from a page.

Inbound and outbound on the same Twilio number
Outbound: you start the call from the pad, a list, or a clicked number. Inbound: a caller rings your Twilio number and the softphone can answer in Chrome when the Voice configuration points at that client.
You still configure TwiML / webhooks in Twilio Console. MyBroadcast is the client, not a replacement for Console or Flex.
